"Where the head is targeted" is the part that gets me. I think "principal point of contact" is all that is needed. If the head gets hit first, it's a penalty regardless of intent, doesn't matter if a players head is down etc...
So what the hell is a "targeted head"? Is that some of guess work bull**** where the head isn't hit but the ref "assumed" that someone was targeting the head? I hope not, refs can't even call simple tripping penalties

There's that gray area yo talked about in another thread. Leave it to the NHL to have too much gray. Just get it right. Head shot = penatly. Simple.
